Best puppy pads for training (2026)
A puppy pad is a holdable target for a bladder that cannot do 14 floors and a doorman. The job is: a pad that stays put, a tray if they shred the corners, and a plan to shrink the pad toward the door and then the sidewalk. It is not a lifestyle toilet for a dog you will later scold for peeing on a rug that looks like a pad.
This page is the object. The method is apartment potty training. Public prices are dated September 21, 2026. Officials: https://www.petsafe.com/, https://www.midwesthomes4pets.com/, https://www.naturesmiracle.com/. Odor after misses. Proofing so the miss is not a cable.

The short list
Buy a named pad plus a tray if they ruck the corners. Buy a real-grass balcony box if you are training to grass and the lease allows it. Skip pads as a forever plan if you have an elevator and a schedule. Skip scented pads that smell like the living-room rug. Crate is how you prevent a house-wide buffet of options.
The ranking
01
PetSafe pad / tray systems
A tray stops the origami they do with a loose pad. Place it where you will eventually walk out — not the far bedroom. Pair with the apartment potty clock. Wash the tray; a sour tray becomes a second toilet they avoid.
- Best for
- Apartment puppies that need a held target near the door
- Skip if
- You have a yard and a person every hour.
Price note: Trays often $15–$40; pad packs $10–$25. As of September 21, 2026.
Why it is here
- A brand that also does [gates](/reviews/best-pet-gate-stairs) for the rest of the room.
Watch-outs
- They will chew pads. [Proof](/articles/puppy-proofing-house-checklist) and pick up used ones.
Product buttons currently go to official manufacturer sites. Amazon Associates and Chewy slots are empty until partner IDs are added — we will not invent them.
02
MidWest / crate-adjacent holders
Pens need a pee corner that is not the crate pad. A holder keeps the pad from becoming bedding. Crate training still wants them empty before a nap.
- Best for
- A playpen corner that is not the bed
- Skip if
- They already sleep through and you only needed a door pad.
Price note: Often $12–$35 for holders; pads extra.
Why it is here
- Sizes that match the pens people already own.
Watch-outs
- A pad in the crate as a “just in case” teaches crate-as-toilet. Don’t.
Product buttons currently go to official manufacturer sites. Amazon Associates and Chewy slots are empty until partner IDs are added — we will not invent them.
03
Nature’s Miracle pads / enzyme pairing
The pad is disposable. The miss on the rug is the real product — odor eliminators. Enzyme the spot so they do not return. Scented pads that smell like your carpet are a skip.
- Best for
- Households that will enzyme the misses the same hour
- Skip if
- You wanted a tray more than a scent story.
Price note: Pad packs often $12–$30; enzyme extra.
Why it is here
- A brand that thinks about the miss, not only the hit.
Watch-outs
- Ammonia cleaners can smell like pee to a dog. Use enzyme.

04
A real-grass balcony box (honorable)
The honorable mention is real or high-quality synthetic grass at the door so the outdoor surface matches. Pads can become a texture they insist on. If the goal is sidewalk and park, fade pads toward the door, then grass, then out. We will not invent a brand you cannot verify — ask the lease first.
- Best for
- High-rises training to grass, if the lease and weight allow
- Skip if
- You cannot haul or rinse a grass box.
Price note: Subscriptions and trays vary; often $20–$40/month-class chatter.
Why it is here
- Surface match beats a quilted pad they will hunt for later.
Watch-outs
- Smell and drain. Neighbors exist. [Apartment dog](/articles/apartment-dog-stack).

05
Forever pads as the only toilet (skip)
This slot is a no for most puppies you intend to walk. Pads are a bridge. A two-year-old on pads because nobody did the elevator work is a choice — own it, or fade them. Walker if your schedule is the leak.
- Best for
- A dog that pees on every bathmat
- Skip if
- You have a sidewalk plan.
Price note: A forever invoice of packs.
Why it is here
- Named so you skip the tile as a lifestyle.
Watch-outs
- Rugs that look like pads will be used as pads.

How we scored puppy pads
Hold, leak-through, and whether the object supports a fade-to-outside plan. Print patterns scored zero.
Pads are a temporary target
Clock, crate, and a door. Pads fill the hour you cannot do 14 floors. Reward the pad, then reward the pad closer to the door, then reward outside. Apartment potty is the full method. A camera tells you they circled; it does not walk them.
Night: last potty, crate, ignore the 2 a.m. party unless they are young enough to need it. A pad in the crate is how you teach two toilets. Rescue week adults may already be house-trained — do not invent a pad they will take as permission.
Misses get enzyme, not shame. First-year cost includes pads for a month or two, not a decade, unless you chose indoor-only on purpose.
When pads are the leak
Skip pads if you have a yard and a person. Skip scented pads. Skip a pad in every room. Skip punishing a miss you created by waiting four hours. A gate beats a house-wide pad farm.
